Police have detained seven women accused of turning Ghanaian banknotes into decorative bouquets and cake ornaments for sale, the Bank of Ghana says.
The arrests followed a tip-off and were conducted jointly by officers and central-bank officials.
Investigators are examining the allegations, and the suspects may be taken to court.
Any penalty will be decided by a judge.
The bank says altering or mishandling cedis in this way violates rules governing the national currency.
A notice issued in July warned that actions which damage notes or compromise their proper use could be an offence.
Dinah Bonzi, from the bank’s currency department, said people who assist with or encourage the activity could also face prosecution.
She urged the public to treat the cedi responsibly.
Cash arrangements are commonly commissioned for weddings, birthdays, graduations and other celebrations.
The central bank has also cautioned against throwing notes at gatherings, writing on them or changing their appearance.
Similar warnings have been issued in Kenya, Nigeria, South Africa and Botswana, where currency-based decorations and other forms of banknote misuse have also drawn concern.
